LPI
Technical Services is a certified woman-owned 8(a) business and
has experienced an annual average growth of over 205% in revenues
and 60% in staff growth over the last five corporate fiscal years.
As our customer base has grown, we have assembled a cadre of skilled
managers with experience in managing small, growing companies
(or divisions of small companies) supporting NAVSEA, the Warfare
Centers and other activities. Our management team is in-place
and our procedures have been fine-tuned through our recent experience,
the assimilation of best practices brought to LPI by our management
team members and participation in the Department of Defense (DoD)
Mentor-Protégé Program. A distinct benefit that
LPI possesses as a certified 8(a) business is the capability to
accept sole source contracts with a ceiling of $3,000,000. We
are able to help users of the SeaPort-e contracting methodology
reach and surpass their small business subcontracting goals. LPI
has grown into an efficient and viable contractor with the U.S.
Navy as illustrated by the following Prime contracts awarded to
LPI over the last two (2) years:
- SeaPort-e
contract for all seven (7) zones.
- Two
(2) contracts with NSWCCD-SSES Philadelphia, PA for Fleet Operational
and Material Readiness of HM&E Systems Through the Phased

and Scheduling, Installation Services and Other Support to Accomplish
Alterations/Modifications and System Integration of Shipboard
and Shore-based Equipment.

Landing Craft (LCAC); and Management, Technical Services, Labor,

in the Norfolk, VA Geographic Area.
LPI is a participant in the DoD Mentor-Protégé Program
and, in 2003, was awarded the prestigious Nunn-Perry Award that
is presented to recognize and highlight successful Mentor-Protégé
relationships. Criteria for this award includes: the cost of the
agreement to DoD versus its beneficial value to the U.S. economy
(the DoD investment was 25% of the total return on investment
(ROI)); the quality of the technical assistance of the Mentor,
Q.E.D. Systems, Inc.; and technical capabilities realized, certifications
received, business infrastructure gained and new business and/or
subcontracting realized by the Protégé. NAVSEA has
awarded LPI an Agreement for Boat Repair (ABR) N00024-04-H-8768
certification on 23 March 2004 which expands our capabilities
under the SeaPort-e.
